About ELPC

The Environmental Law & Policy Center is a leading environmental legal advocate and proponent of environmentally responsible business and policy innovations.

ELPC has actively studied and promoted high-speed rail for more than a decade, believing that a third transportation option is needed to meet the challenges of the future in a safe, convenient, environmentally responsible way.

ELPC’s leadership, including Executive Director Howard Learner and Deputy Director Kevin Brubaker, has lobbied and testified before federal committees on behalf of high-speed rail development. Learner and Brubaker provide environmental policy support to the highest levels of government, informing the decision-making process and championing sustainability.

ELPC develops and leads strategic advocacy campaigns to improve environmental quality and protect our natural heritage. ELPC functions as a public interest entrepreneurship, engaging in creative advocacy to put into practice the belief that environmental progress and economic development can be achieved together.
